The GRSIA was Established upon Law (24) Year 2002 on pension and retirement. It was re-established upon the Emiri Decree No. (38) Year 2014.

It has legal identity and budget follows the Ministry of Finance and the Minister. It has a president responsible for all technical, financial and administrative affairs. The president is appointed upon an Emiri decree.  

The GRSIA aims to ensure both retirees and beneficiaries decent life by applying Law (24) Year 2002 on civil pension and retirement and Law No. (13) Year 2006 and its implementation regulations. It is responsible of managing both civil and military pension funds.​​
